Nikol Pashinyan, the Speaker of the National Assembly, of Armenia, H.E. Ararat Mirzoyan and the President of the Republic of Armenia, H.E. Armen Sarkissian.
Your Excellencies,
The Armenian Communities the world over are deeply concerned about the current political crisis following the signature of the International Treaty of Novembre 9/10 signed between the Armenian Prime Minister, the President of the Republic of Azerbaijian and the Russian Federation as Third State on the basis of article 2 par. 1 lett. H of the Vienna Convention on the Law of Traties of the 23rd of May 1969, in and around the Republic of Armenia and the Republic of Artsakh
As General Secretary of the Parliamentary Friendship Group Switzerland-Armenia and Honorary President of the Switzerland-Armenia Association, I would like to urgently call your attention to the following proposition:
The following steps are ultimately vital, important political decisions in the hands of the Armenian Government, of the Armenian Parliament and the Presidency of the Republic of Armenia.
The gravity of the ongoing political crisis requires a much wider consultation which should take into account the participation of the Armenian diaspora, which represents on a de facto national basis at least the three quarters of the Armenian Nation writ large.
In order to do so, we urge you to proceed in the following manner:
1. Your three institutions may consult on the determination of specific technical and scientific criteria upon which thresholds for national consultations may be facilitated for individuals (vs. institutions). In order to implement such a procedure effectively and evaluate its results, it would be useful to form an interdisciplinary ‘hybrid’ scientific Secretariat capable of assessing and appraising the merit of policy, political, security, technology and other propositions.
2. To be published through internal channels (Governmental, Parliamentarian, Presidential, diasporan, and through MFA and/or High Commision for Diaspora Issues), an urgent call for papers should be formulated outlining the ten main focal ‘issues’ concerning the support required for an eventual provisional Crisis Government. This process should very explicitly represent a pooling of human, social, political, and other forms of capital.
3. Implement a submission by the end of January 2021 for the articulation of outputs from this process.
4. Commit to taking decisions upon the papers accepted by the middle February 2021.
5. Call for a 2-day National Consultation at the National Assembly on March 1st, enabling the presence of the authors of all Papers accepted (coupled with structured presentation and interrogation).
6. Summarize the results of the 2-day consultation led by the Scientific Secretariat by March 7, 2021.
7. Immediately synthesize and deliver all formal outputs to the three Institutions in order to help them come to terms with whether and how to proceed for the nomination of component members of a transitional Government.¨
